About Us

Formed in 2016, Cityheart Partnerships has been established to build upon Cityheart’s strong record of property development by establishing new partnerships with the public sector to manage and deliver real estate efficiency improvements, service reconfiguration and deliver affordable and value for money, high quality buildings.

Cityheart itself is a specialist planning, developing and investment business, working with the public sector to deliver regeneration projects, specialist healthcare facilities, judicial buildings and student accommodation projects across the United Kingdom.

This new organisation is set to build upon Cityheart’s strong record of property development and asset management by establishing new vibrant partnerships with the public sector that put value for money at the heart of everything we do.

Our Experience

We bring a combined 25 years of experience in partnering with the public sector to deliver infrastructure through the formation of public private partnerships.

We have been directly involved at the forefront of many of the most successful public sector partnership procurements such as NHS LIFT (‘Local Improvement Finance Trusts’), Express LIFT, Strategic Estates Partnerships (‘SEPs’) and HUB Scotland.

Biographies

Mark McNamee

Director

Mark is the founder and Managing Director of Cityheart Limited which he formed in the autumn of 2005. The Company was set up to provide property development and consultancy advice and also to develop and invest in the property market.

Mark McNamee was previously Managing Director of David McLean Developments where he was responsible for delivering over 5,000 student beds. He was also UK Regional Director for Equity Bank and has a wide breadth of knowledge of medium and large scale regeneration projects, including Princes Dock Liverpool: Masshouse Circus, Birmingham; St. Austell Town centre; Rotherham Westgate Demonstrator Project and Lime Street Station regeneration in Liverpool. He brings to the company a huge array of experience of working in Partnership with the public sector including Liverpool City Council, many NHS Trusts, the Welsh Assembly Government, SWERDA, Liverpool Vision, Yorkshire Forward and English partnerships.

Alastair Gourlay

Director

Before joining Cityheart Partnerships, Alastair was Managing Director of Community Solutions Partnership Services (CSPS), a leading manager and investor in primary and community care assets, principally through the NHS Local Improvement Finance Trust initiative. He led the team responsible for the creation and development of six LIFT companies, the formation of the first joint venture between two established LIFT companies, the first secondary acquisition in the sector and expansion into the Hub initiative in Scotland.

As a Director of CSPS’ parent company Morgan Sindall Investments Limited (MSIL) from 2013, Alastair’s responsibilities expanded to include overall responsibility for asset management and development delivery across all MSIL’s partnerships in the regeneration, health, education and emergency services sectors.

In 2014, Alastair also took over direct operational responsibility for MSIL’s joint venture with Slough Borough Council, growing the team and successfully expanding the programme of social infrastructure, residential and commercial projects.

Prior to that, Alastair was a Director of two real estate consultancies, first Chesterton plc and then in the Healthcare division of Conrad Ritblat (now Colliers International). He has a broad but detailed range of property, development, finance and legal knowledge and experience, particularly in Public Private Partnerships.

Warren Taylor

Director

Warren has a vast and varied experience in the development of partnership working and innovative client solutions both in the UK and in Asia. His career began at Rolls-Royce plc, where he spent over 12 years, responsible for the sales & marketing of aero and power station gas turbines based in South East Asia. During this time some of the first PPPs were being developed in the Power Utility market. Warren has dedicated the last 17 years in working with companies in the PPP sector, namely Willmott Dixon and Morgan Sindall, and since 2006 Community Solutions Partnership Services (owned by Morgan Sindall Investments).

His experience over the last ten years included securing and establishing successful PPPs (NHS LIFT and SEPs), being a board director of JV Companies, new project developments and successfully securing new national frameworks such as the Express LIFT framework. Warren was also a pioneer in the establishment of secondary market transactions within LIFT.

In summary, Warren has considerable experience in health developments, mixed use developments, mental health low and medium secure units and has been at the forefront in establishing of one of most recent NHS Strategic Estates Partnerships in Burton, where as well as leading the winning bid and then becoming a Board member of the newly formed JV, he became interim CEO for the first six months of operation.
